Rules define the automated logic that determines whether a verification result meets the requirements of a given risk. When a rule's conditions are met, Horizon automatically triggers a violation for that risk. This article explains how to create rules, apply them to specific Risk Profiles, and combine multiple conditions using AND/OR grouping.

What is a rule?

A rule tells Horizon what to check for, and when a result should trigger a violation. Each time a verification result comes in, Horizon evaluates it against your configured rules. If a rule's conditions are met, a violation is automatically created for that risk.


Rule components

Each rule is built from four components:

Add a rule

  1. Navigate to the Risk Register.
  2. Select the relevant Risk ID.
  3. Select the Rules tab.
  4. Choose which Risk Profile(s) this rule should apply to. See Apply a rule to specific Risk Profiles below.
  5. Click Add a rule.
  6. Configure the rule:
    • Context — select the verification service the rule applies to.
    • Parameter — search for and select the data point to check.
    • Operator — select the comparison logic (e.g., Is Above, Is Below or Equal to, Is Equal to).
    • Value — enter the threshold that triggers a violation.
  7. Click Save.


Apply a rule to specific Risk Profiles

Rules can apply to all Risk Profiles associated with a risk, or only to specific ones.

  • All Profiles: the rule applies to every Risk Profile linked to this risk.
  • A specific profile (e.g., Executive, Operation, Support): the rule applies only to workforce members assigned that Risk Profile.


To scope a rule, select the relevant profile tab on the left before adding or editing a rule. If no rules have been set up yet for a profile, you'll see No rules set up yet.


Combine conditions with AND/OR grouping

A single rule can include more than one condition, allowing you to check multiple criteria together before a violation is triggered.


To add another condition to a rule, click the drag handle (☰) area to add a row below the first. Each additional row is joined to the one above it with And or Or:

  • And — every condition in the group must be true for the rule to trigger.
  • Or — the rule triggers if any one of the grouped conditions is true.


Use the link/unlink icon on the right of each row to group or ungroup conditions as needed.


Frequently Asked Questions (FAQs)

Can a rule apply to only some Risk Profiles?

Yes. Select the specific profile tab before configuring the rule, rather than applying it under All Profiles.


Can I combine more than two conditions in one rule?

Yes. Add additional rows and join them with And/Or as needed.


What's the difference between And and Or in a rule?

And requires every condition in the group to be true before a violation is triggered. Or triggers a violation if any one condition in the group is true.


What happens when I change a rule?

Changing a rule can have a retroactive effect: previously collected verification results may be re-evaluated against the updated conditions, which can create new violations or clear existing ones that no longer meet the revised criteria.
